Due to the transition from capitalist to post-capitalist societies and the transition from a commodity economy to a service economy, the development of cultural and creative industries is becoming the focus of an increasing number of countries. As there is still no internationally accepted definition of the sector, the tools for its analysis, understanding of the sector and cultural policy instruments vary from country to country. Through a comparative analysis of the cultural policies of the United Kingdom, Spain, Serbia and Croatia, this paper provides insights into the varying degrees of development of measures and support related to the cultural and creative industries and offers recommendations for the further development of the sector.
