The Ministry of Culture will co-finance in 2020, as part of the program ‘Development of Culture in the North’:
1) new projects and programs of importance for the implementation of public interest in culture in the municipalities from the north of Montenegro (Andrijevica, Berane, Bijelo Polje, Gusinje, Kolasin, Mojkovac, Petnjica, Plav, Pluzine, Pljevlja, Rozaje, Savnik and Zabljak);
2) programs and projects from other Montenegrin municipalities to be implemented in the north, on the basis of agreements on cooperation and exchange of programs.
Individuals and legal entities resident in Montenegro or registered in Montenegro for performing cultural activities, have the right to participate in the competition.
Individuals can compete with projects that they independently implement as their copyright work.
The following have no right to participate:
– NGO,
– public institutions and other entities whose work is financed from the budget of Montenegro with funds planned for culture.
Applications for the competition will be evaluated by the expert commission, according to the criteria set out in Article 73 of the Law on Culture and in the selection of projects and programs for co-financing, priority will be given to projects and programs that contribute to and promote the balanced development of culture and dispersion of programs and projects throughout the territory of Montenegro, and:
– cooperation and partnership in the implementation of programs and projects,
– exchange of programs between cultural institutions,
– protecting and promoting the diversity of cultural expressions,
– presentation of original and traditional cultural and ethno-cultural characteristics,
– development of amateur cultural and artistic creativity,
– cultural education,
– development of cultural and artistic creativity of persons with disabilities,
– creativity of children and young people,
– security of other sources of financing.
Projects and programs will be co-financed up to a maximum of 50% of the total amount needed for their realization.
Projects and programs that received financial support from another source than the Budget of Montenegro in the amount of 50% of the total funds needed for realization will not be co-financed in this competition, in accordance with the state aid rules.
Projects and programs that do not have project co-financing beyond the budget of the Ministry of Culture will not be co-financed in this competition.
Applicants who have used funds in previous years under the call for proposals for co-financing programs and projects will also appreciate the fulfilment of their contractual obligations so far.
